I've had a few times where I head shot a horseman coming at me while I was off-guard and he still just jousts me down. If I had of been melee with a polearm this would not have happened despite taking less skill. I realise from chivalry days why flinching melee isn't reasonable but I feel like horses get enough speed and power to warrant good archer shots to hinder them besides damage that they can just regen. You can also aid your team against a horse much more effectively this way. Either any shot or just headshots being rewarded this way will encourage archers to fire at horses more instead of only hunting archers with the occasional flick at cavalry.
