nothing listed worked for me so i ended up using wsus offline to force my windows to update and it just got rid of the runtime error so if anyone sees this and nothing else worked go ahead and watch that eli the computer guy's video on wsus offline and it should fix your problem

When i got this error i just downloaded it then it worked

I got it working by downloading the file from Microsoft.
